$100M Investment Confirmed - AI Integration Across Education, Healthcare, and Agriculture


ASUNCIÓN, Paraguay, October 28, 2025 – Scott Kim, Chairman of global AI technology company BLAD Group, announced that the company has reached an agreement with the Government of Paraguay to closely collaborate and actively support the government-led AI-based national transformation strategy. The agreement followed consecutive high-level meetings on October 27-28 with President Santiago Peña and key cabinet members including the Ministry of Industry and Commerce (MIC) and Ministry of Education and Sciences (MEC).
The one-hour private meeting with Chairman Scott Kim at the Presidential Residence Mburuvicha Róga marked an unprecedented level of head-of-state protocol for a startup company, lending the highest credibility to a strategic project both sides have been preparing for over a year.
Shared Vision of 'Intelligence Exporter' - $100M Investment Confirmed
BLAD Group and the Government of Paraguay share a vision to transform Paraguay from a primary commodity-focused exporter to a high-value-added 4th industrial revolution 'Intelligence' exporter. To realize this vision, BLAD Group has confirmed a direct investment of $100 million and will establish AI infrastructure and an industrial ecosystem centered in Naranjal in phases.
BLAD Group's innovation model goes beyond simply exporting Paraguay's abundant green power capacity - it converts this electricity into 'Compute Power,' multiplying its value dozens of times.

Starting with Education - Silicon Valley AI Expertise Deployed
The first phase of collaboration focuses on education. BLAD Group's core subsidiary, Xiiid Labs, will immediately supply 'AI Tutor' to schools in regions where educational infrastructure development is most urgent, in cooperation with Paraguay's Ministry of Education and Sciences.
Xiiid Labs was developed by researchers and engineers from Silicon Valley AI unicorn Riiid, inheriting and advancing its technological legacy and expertise. The company possesses world-class capabilities in AI learning engines and personalized learning algorithms.

Building South America's First Hyperscale Data Center in Naranjal
BLAD Group is constructing Paraguay's first hyperscale data center in Naranjal. To accomplish this, the company acquired ASTI, a local firm that had established a 25-year power supply contract with the national electricity company ANDE at $24 per MWh. BLAD has since expanded and upgraded this contract to align with the new data center-focused business structure, securing a stable and sustainable operational foundation. This data center is expected to become a critical outpost for global computing power exports.
Proposal for 'National AI Council' - Establishing Institutional Cooperation Framework
In this meeting with President Peña, BLAD Group noted that while AI-related policies exist in Paraguay, there is no dedicated committee to oversee and coordinate them. The company proposed establishing a 'National AI Council' or 'AI Advisory Taskforce' with BLAD participating as a technical and practical advisory partner.
President Peña expressed agreement with the proposal's intent and indicated willingness to explore specific directions through consultations with the Ministry of Industry and Commerce. This signifies BLAD Group's positioning not merely as a corporation but as a partner co-designing Paraguay's future strategy.
